At the turn of the new millennium, Europe adopted a policy and strategy to combat exclusion, making a commitment to lift at least 20 million people out of poverty by the year 2020. Ten years after the 2008 crisis, the percentage of people who have escaped poverty remains low, and Europe’s unemployment rate is high.
